Decontamination,
Integrity Assessment, and Repairs for Priority Sumps/Pits/Trenches

Work Description
– General:
Chase Environmental Group (Chase) was contracted by Morrison
Knudsen under the Navy Southern Division Contract SC 4234-126
to provide decontamination of equipment and subsurface machine
pits as required for the transfer of NOS Louisville to civilian
contractors. The project required decontamination cleaning,
disconnecting utilities, machine removal and reinstallation,
demolition of structures and utilities, cleaning and removal
of paint buildup on three large paint booths and 80 foot
tall paint booth exhaust stacks. Cleaning of large steel
shot blast units. Demolition of a 72,000 cubic foot paint
booth structure contaminated with heavy metals. The substructures
were inspected for containment integrity beneath equipment
using remote video cameras with clearances less than 1 inch.
Inspection included CADD drawings of defects in machine
pits. Substructures that remained in operation required
application of specialty coatings. Abandoned pits and trenches
were closed and were concrete backfilled or filled with
expanding foam agent. Video inspection and remote locating
and or pressure testing of drain lines was conducted to
assess drainage system integrity. Waste characterization
and disposal was provided for a wide range of contaminated
media.
This project required a short completion schedule of 90
calendar days and was completed in 60 calendar days and
consumed about 6,800 man-hours. Approximately 70 industrial
machines and associated sub structures utilized in the manufacture
of Naval Ordnance were decontaminated in five industrial
buildings located within the facility.
Waste generated during the project included approximately
60,000 lbs of hazardous waste solids, 750 gallons hazardous
waste liquids, 2,000 lbs non-hazardous solids, and 18,000
gallons non-hazardous liquids and decon water.
Additional project work orders included horizontal soil
sampling beneath equipment, abatement of mercury contamination
in soil beneath drain sumps and excavation of contamination
from broken drain lines.
